Walsh said that anywhere from half a dozen to 30 whales can become stranded in shallow waters every year. But he said there has never been a pygmy sperm whale that has survived. Most whales come into shallow waters because they are desperately ill. "They're washing up on shore right before death," he said, which is why they usually ask residents not to return them to the sea. Gallagher said he agreed with the need for the joint underwriters association and the Sinkhole Institute, but he said there wasn't much he could do about it.
